It would be easier to answer if I knew what your age was.
If you're still in school, enroll in after school programs that will enable you to meet more people. Such as sports, drama, etc.
If you have a job, then spend more time talking with the coworkers and trying to make friends with them...ask them how they are or how was their weekend, etc etc.
You could also do things in your community, volunteering and things of that nature. Most communities have softball/baseball teams that you could sign up for and play on.
If you go to a gym, then you can sign up for some of the classes that they have there.
